Virginia Gov. Ralph Northam (D) signed into law Wednesday a measure that fills some of the gaps in voter protections created nearly a decade ago when the Supreme Court gutted federal voting rights oversight. A key piece of the Virginia law is a requirement that state election officials get prior approval — or preclearance — before making changes to voting rules, a provision that aims to blunt would-be voter suppression efforts. “At a time when voting rights are under attack across our country, Virginia is expanding access to the ballot box, not restricting it,” Northam said in a statement after signing the bill into law. Justice Stephen Breyer, widely known as one of the three liberal justices on the Supreme Court, warned against left-wing calls to pack America’s highest court with additional justices in order to weaken the conservative majority, explaining during a Tuesday Harvard Law School address that it would “diminish” confidence among the American people. Jeffrey Kucik is an assistant professor in the School of Government & Public Policy at the University of Arizona. He recently co-authored an article published by RealClearPolicy regarding President Donald Trump’s alleged xenophobia in relation to public higher education. The Daily Wildcat spoke with Kucik about his belief that Trump’s foreign policy and rhetoric could be deterring international students from enrolling in American public higher education institutions. Daily Wildcat : How did you discover the correlation between President Trump’s xenophobia and decreasing international student enrollment? Jeff Kucik : Data on visa issuances are readily available from the U.S. Department of State, which shows a noticeable drop off in international student visas. After years of positive growth, international student visa issuances fell from 680,000 in 2015 to 421,000 in 2017. AMA Joins Planned Parenthood to Ask Supreme Court to Block Trump Rule Keeping Abortion Separate from Family Planning
The American Medical Association (AMA) has joined with Planned Parenthood and the American Civil Liberties Union (ACLU) to ask the U.S. Supreme Court to block a Trump administration rule that marks a clear boundary between abortion and family planning. The groups filed the petition Thursday following the death of Justice Ruth Bader Ginsburg and before Senate confirmation hearings begin for President Donald Trump’s nominee, Amy Coney Barrett, to fill the vacancy. The abortion rights groups are asking the Supreme Court to “correct” the U.S. Court of Appeals for the Ninth Circuit’s decision to uphold the Trump administration rule.
