The culprit: Positive train control, a safety system that NJ Transit is required to install by Dec. 31. As they met with affected customers inside Philadelphia's cavernous 30th Street Station on Tuesday, NJ Transit officials said their work hadn't even started on the 60-mile route. That will leave the line's 1,850 passengers a day with a substitute express bus that even agency officials acknowledge will take 25 minutes longer than the train. Though NJ Transit is offering a 25 percent discount on fares throughout the disruption, the bus substitute will not work for everyone.
