The lecture, titled “Silent Gesture: Athletics and Courageous Conscience” is being held on the 50th anniversary of the protest by Smith and silver medalist John Carlos. Smith will speak about the decision to use his victory as a platform for addressing inequality and injustice, and how that affected his life and the course of the Civil Rights movement. Marcus as the Education Department's assistant secretary for civil rights despite critics' concerns that he will not protect the rights of all students. Marcus, who had the same duties at the department for two years during the administration of President George W. Bush, has been president and general counsel of the Louis D. Brandeis Center for Human Rights Under Law in Washington. That center has as its mission the advancement of the "civil and human rights of the Jewish people and to promote justice for all." His biography says he founded the center in 2011 to "combat the resurgence of anti-Semitism in American higher education." President Lyndon Johnson encouraged Congress to pass the legislation as a tribute to the slain civil rights leader, who, along with several civil rights organizations (including the NAACP), strongly supported the act. African American veterans organizations (including the American GI Forum) were especially passionate about the legislation, especially since Vietnam veterans were among those experiencing severe housing discrimination. Senator Ed Brooke (R-Mass.), the only African American in the Senate at the time, along with his Massachusetts colleague, Senator Ted Kennedy (D-Mass.) was especially focused on the legislation.
