House panel backs expanded work proposal with Democratic support as Medicaid talks advance
An expanded proposal to require Medicaid recipients to work or prepare themselves for employment passed the House Appropriations Committee on Friday with unanimous support as bipartisan talks accelerated over expanding health care coverage for hundreds of thousands of uninsured Virginians. All 10 Democrats on the Republican-controlled committee voted to support the rewritten proposal by Del. Jason Miyares, R-Virginia Beach, now titled the Training, Employment and Opportunity Program. House Bill 338 now includes nine exemptions for Medicaid recipients from requirements that they either have a job, enroll in educational or workforce training programs, take care of someone with chronic illness, or engage in community work or public service. It also allows the state to waive the work requirement in areas with unemployment rates at 150 percent or more of the state average. Psychologist warns of dangers of technology, video gaming addictions
Addictions to technology and video games are on the rise, a psychologist warns. Dr. Sean O’Hara, a board-certified licensed psychologist whose specialties include addiction psychology, said at a parent education workshop last month that an addiction to video games, social media and technology is presenting itself in children and teens. They exhibit many of the same signs and behaviors as drug, alcohol and gambling addictions. The free workshop, held at Mt. Carmel High School, was offered through the Student Support Services Department of Poway Unified School District. O’Hara said that while Baby Boomers and members of Generation X are capable of “unplugging,” from the internet, because they remember a time before it, younger generations of Millennials and the i-Generation cannot. He said he is seeing fewer teens and children with drug and alcohol addictions, but more with tech and video game addictions. Panel supports treasurer’s request to hire tech chief
A legislative panel on Thursday endorsed state Treasurer Dennis Milligan's proposal to create a chief information technology post in his office that would pay a salary up to $97,400 a year. Milligan, a Republican from Benton, said in a letter to a legislative subcommittee that he wants to hire a former consultant for the office's Massachusetts-based information technology consultant, Edgewater Technology. The former consultant designed and implemented the treasury management system used by the office since 2005 and has assisted the office since then, he said. The prospective employee is Craig Johnson of Hot Springs, who hasn't received a formal job offer from the office, Milligan spokesman Stacy Peterson said after the subcommittee's meeting. She said the office also hasn't determined a salary level yet. NEW YORK — In another win for cable cord-cutters, Time Warner has become the latest media company to invest in streaming service Hulu. The move could boost the viability of an online TV service that Hulu is expected to launch next year as an alternative to cable TV. Sony and Dish already operate online TV services, while Apple has expressed interest in one, according to published reports. None of those companies, however, have the networks themselves as full partners or owners the way Hulu does. Time Warner Inc., which owns HBO, TNT and TBS, took a 10 percent stake in Hulu for $583 million in another step blurring the lines separating cable TV from internet video services.
