Democrats have sought to tie Blackburn to booster authors Stephen Elliott Judson Phillips, the founder of a prominent Tea Party group and an active participant in Tennessee and national conservative politics, has been disbarred over fraud complaints.The Tennessee Board of Professional Responsibility first announced Phillips’ suspension from the practice of law earlier in August and last week the Tennessee Supreme Court announced it had disbarred the attorney, effective immediately.Phillips consented to disbarment “because he could not successfully defend himself” against the fraud charges, according to a release from the BPR. Melissa Nann Burke The Detroit News Published 10:37 p.m. UTC Aug 17, 2018 Washington — Four Michigan tea party groups will share in a $3.5 million class-action settlement reached with the Internal Revenue Service after five years of litigation, according to the lead attorney for the plaintiffs. A judge signed off on the settlement between the IRS and hundreds of tea party groups last week over what the groups said was improper scrutiny and illegal targeting for political purposes during the tax-exemption application process. The IRS has said it made changes so that similar targeting won’t happen in the future. It’s still unclear how much the Michigan groups each would receive. The judge must still rule on a motion for reimbursement of attorneys fee and incentive payments for the five class representatives, said Edward D. The Board of Professional Responsibility of the Tennessee Supreme Court made its ruling Aug. 8. The ruling stated Phillips "poses a threat of substantial harm to the public." Tea Party Nation emerged on the Tennessee political scene in 2009, when Phillips was the assistant district attorney in Shelby County. He currently lives in Franklin. The group said it stands for Second Amendment rights and individual freedoms outlined in the United States Constitution. A petition of complaint was filed against Phillips in May. He's practiced law since 1988 and graduated from the University of Memphis Law School. He primarily practices in Davidson County, according to Board of Professional Responsibility documents. The petition also alleges that Phillips’ company placed a Facebook ad with deceitful information about a former employee’s new business venture.Most of the complaints came from former clients who engaged Phillips to help them get out of timeshare contracts.
