Phil Coyne is now being remembered as a long-time usher for the team, a huge fan and a beloved member of the community. Family members say Coyne died Friday morning. He was 102. ANNAPOLIS, Md. (AP) — A comprehensive package of police reform measures cleared the Maryland General Assembly on Wednesday, including repeal of police job protections long cited as a barricade to accountability. Lawmakers approved a new statewide use-of-force policy, limits on no-knock warrants and an expansion of public access to records in police disciplinary cases.
