New York likes to pride itself on being exceptional — and in the area of election administration, it is exceptionally behind. Thirty-seven other states have early voting; we’ve seen waves of reform elsewhere in the past decade, with other states adding features like same-day registration, and pre-registration of 16 and 17-year-olds. Fourteen states have adopted automatic voter registration. Meanwhile, New York is the only state that can’t get its act together to hold a congressional and state primary on the same day.
