In Clark County near Orchards, a short section of Northeast 119th Street has closed for construction at the Chelatchie Prairie railroad crossing. The road closed 7 a.m. Friday August 10 and will be closed continually through as late as 11 p.m. Sunday, August 26. Crews will upgrade the two-lane road to a four-lane arterial including a center turn lane. The road will also gain a bike lane, sidewalks and storm runoff drains. The area closed includes 119th Street from east of Northeast 99th Avenue to 102nd Avenue. Access will be maintained for residents. Through traffic should choose an alternate route such as Northeast Padden Parkway. The Oregon Department of Transportation will close the on-ramp to southbound I-5 from North Marine Drive 10 p.m. Friday Aug. 10 - 5 a.m. Saturday Aug. 11. For nighttime paving work. AUBURN – Everybody just figured it belonged to Waterloo.As the Indiana Department of Natural Resources discovered, however, no record can be found of the town officially taking ownership of C.R. 427 from the town’s southern border to the south edge of the right of way for U.S. 6.The street is known as Wayne Street inside the town limits and is maintained by the town. Town Manager Tena Woenker told county commissioners at Monday’s meeting that the DNR notified Waterloo of the situation while reviewing a grant application from the town. The woman, whose name was not released, was walking across the residential road when she was struck by a northbound vehicle driven by a 48-year-old Penfield man at 10:15 p.m., said Sgt. Jason LaPlant of the Monroe County Sheriff's Office. The pedestrian was in a designated crosswalk when she was struck and injured, he said. She suffered multiple serious injuries and was taken to Strong Memorial Hospital for treatment. LaPlant said the woman is listed in critical condition. The driver, whose name was not released, was ticketed for failure to yield the right of way to a pedestrian in a crosswalk, a violation, LaPlant said. Deputies do not believe alcohol was a factor in the crash. Valerie Parker knew her younger sister had been hit by a car when she recognized a familiar blue-and-green lunchbox lying in the middle of Broad Street during a television newscast.The footage first grabbed her attention moments earlier when the news anchor said the pedestrian who was struck had been waiting for a bus at West Broad and Chantilly streets in Richmond's West End."That’s where Sharon gets the bus," Parker thought as she stared at the screen.Then she spotted the lunchbox. It was dark when the crash occurred, shortly after 8 p.m. on Jan. 12, 2017, but emergency lights illuminated the bright blue lunchbox with green trim scattered among the debris. No pedestrian may suddenly leave a curb or other place of safety and walk or run into the path of a vehicle that is so close as to constitute an immediate hazard ” Bottom line, walking on a red light is unlawful (let alone imprudent).
