He is described as being 6 feet tall, weighing 240 pounds with brown eyes and short black hair, according to the Hawaii Police Department. He has a medium complexion and numerous tattoos. Andaya-Visser is known to frequent the Hilo and Kona areas. Anyone with information on his whereabouts, should call the department’s nonemergency number at 935-3311. She was wanted on 57 charges including nearly 30 counts of larceny over $250, threats to commit a crime, assault and battery, and unarmed robbery, according to the statement. Advertisement The warrants were issued out of numerous jurisdictions, including Boston Municipal Court, Wrentham District Court, Dedham District Court, Quincy District Court, and Marlborough District Court, police said. At approximately 1 p.m. on Monday afternoon, police received a call from a female who stated that she had recently received security-system footage on her cellphone that showed a person taking two packages from the front porch of her home, located on the 200 block of Stagecoach Road.The female claimed that the packages contained approximately $1,000 worth of beauty products.After the female shared images from the security-system footage both with police and on Facebook, officers were able to identify the suspect as Kandace Gail Caruthers, 37, of Butte.Caruthers was subsequently located and arrested on four misdemeanor charges of criminal contempt related to her various outstanding warrants, three of which were from Butte City Court totaling $3,000 and one of which was from the Montana Highway Patrol.Police are also seeking a warrant for Caruthers’ arrest for the theft of the two boxes. Warrant, Engle Road: A patrolling officer at 11:38 a.m. March 25 checked the registration of a passing car. The owner did not have a valid driver's license and also had an active warrant through Parma. The officer noted the passenger matched the description of the car's owner. The car crossed over the double yellow lines and turned without signaling. The officer stopped it. The driver said he was lost and showed the directions on his GPS that was leading to a motel. The passenger was arrested due to her having the warrant. Parma officers met the cruiser and took the woman into custody. The motorist received a warning about his driving. Driving under suspension, Interstate 71: An officer saw a car speeding at 75 mph in a 60 zone at 11:10 a.m. March 12. He stopped it.
