If the repeal-and-replace fiasco has driven home any lessons, it is that there is no magic solution to the health-care-finance problem awaiting discovery. If you want to make health care affordable to people who are sick and poor, it has to be paid for by people who aren’t. Throwing the problem over to the states, and pretending those politicians can invent a solution that politicians in Washington could not, doesn’t make the trade-off disappear. You can make any paeans you want to the genius of state government, but there’s a reason no states other than Massachusetts (which got a federal grant) ever cracked the universal-coverage problem. Graham’s bill gives Alaska especially generous treatment. Haley Byrd reports that Republicans are offering an even more magnanimous bargain — a complete exemption from the deep cuts to Medicaid and tax credits that other states will suffer. Juliet Eilperin reports that the exemption from the cuts would apply to Alaska and Montana only — the two states would qualify on the basis of their low population density. While the news media has stayed largely focused on the shutdown, the question of how much American taxpayers shelled out for the busted site has generated a fair amount of heat and speculation online. Was it $634 million, as one report suggested? A CGI official rejected that figure as too high in a comment to the Blaze, Glenn Beck’s eclectic media property.
