The House on Tuesday approved bipartisan legislation aimed at elevating cybersecurity at the State Department through prioritizing and reorganizing a key department on the heels of multiple major foreign cyberattacks against the United States. The Cyber Diplomacy Act would require the State Department to open a Bureau of International Cyberspace Policy, and the head of the bureau would be appointed by the president and given the rank of ambassador, reporting directly to either the secretary of State or a deputy. The new bureau would lead the State Department’s cybersecurity efforts, including through creating an international strategy to guide efforts by the United States to engage with other nations on cybersecurity issues and to set norms on responsible behavior in cyberspace. House Republicans on Monday kicked off a three-day energy event they’re saying will promote “conservative solutions for a better climate,” ahead of a climate summit scheduled at the White House this week. Monday’s events were focused on innovation, one of three areas in which Republicans say they will address the issue. But the NHL configured this season in a way that could drive anyone mad, with each team playing its seven divisional opponents eight times apiece. Eight. Times. Apiece. It’s even worse in Canada, as the seven “North Division” teams have to face the same six opponents nine or 10 times this season. That is … perverse. Fortunately, we’re almost to the end. Sort of. The regular season ends in less than a month, but it will of course be followed by two postseason rounds featuring intradivisional play before teams can finally see an opponent from another division in this year’s equivalent to the conference finals. Fifteen Senate Republicans have signed a ‘Dear Colleague’ letter pledging to oppose lifting the earmark ban that has been a Senate GOP conference rule since 2010. Republican senators are expected to vote by secret ballot on the issue Wednesday. Senate Republicans will take up the issue after the House Republican Conference voted in March to lift the earmark ban it adopted in March of 2010, which effectively put a stop to lawmakers putting pet projects into spending bills.
