The Citizens Law Enforcement Review Board, charged with investigating complaints against the San Diego County Sheriff’s Department, is moving for the first time in its history toward annual inspections of jail facilities.The group earlier this month voted to form a committee to draw up a framework for jail inspections, in response to an advocacy group’s report about a rash of suicides and other deaths at the facilities.It would be the first time in the board’s 25 years that it has conducted such inspections, despite having the authority to do so.“There is a need for CLERB to take care of this,” board member Kim-Thoa Hoang said.The move comes in response to the Sacramento-based watchdog group Disability Rights California, which found that the review board has failed to fulfill its mission and urged county officials to improve jail oversight.Paul Parker, CLERB’s executive officer who was hired a year ago, said lack of staff seems to be the reason the … [Read more...] about Law enforcement board may begin inspecting San Diego County jails

The citizen’s board that oversees disciplinary cases at the Orlando Police Department asked the agency on Wednesday to rework an investigation into an officer’s social media comments, after deciding OPD had not properly addressed a citizen complaint.“I didn’t know that internal affairs gets to pick and choose which citizens’ complaints they get to bring forward to the board,” said member Henry Lim, who was appointed to the panel in 2013.OPD’s Citizen’s Review Board was discussing the investigation of Officer Robert Schellhorn for comments he made in response to fellow Officer Shawn Dunlap’s post on Facebook. A panel of civic and community leaders co-chaired by a City Council ally to Mayor Rahm Emanuel tapped a veteran state law enforcement official to lead Chicago’s police oversight agency, city officials announced Tuesday.Sydney Roberts, who has been director of the Illinois Secretary of State Police since 2010, was chosen to lead the Civilian Office of Police Accountability by the search committee formed in November by Emanuel.The selection of a law enforcement official to run the city’s primary police watchdog group could rankle critics of the police disciplinary system.“I’m not excited to hear that this nominee is a person with an extensive background in Illinois law enforcement,” said Locke Bowman, a Northwestern University law professor who specializes in police misconduct issues.
