That’s the timeline for Denver Premium Outlets , a 330,000-square-foot retail center that celebrated its groundbreaking at the northeast corner of East 136th Avenue and Interstate 25 on Thursday. Thornton on Tuesday offered — for the second time — a $3.75 million incentive package to Topgolf to land the giant golf entertainment complex at the city’s northern edge. The incentive package, which would rebate part of Topgolf’s property and sales taxes over the next decade, was similar to the one extended by Thornton to the Dallas-based company 18 months ago when it was considering another location in the city. But that location, at the Interstate 25 and 136th Avenue interchange, spurred a pair of legal challenges from residents living in the golf course-anchored Rolling Hills neighborhood, who claimed that a 65,000-square-foot facility featuring late-night drinking and dining was not appropriate near a residential area.
