Rents in Denver have fallen during the pandemic, according to a recent market report, but that doesn’t mean apartment developers are any less keen on a city that was a hot spot for rent growth before COVID-19 came calling. Colorado officials are planning to build multiple large reservoirs on the prairie northeast of Denver to capture more of the South Platte River’s Nebraska-bound water, then pump it back westward to booming metro suburbs struggling to wean themselves off dwindling underground aquifers . They’re trying to prevent urban “buy-and-dry” of irrigated farmland and preserve rural communities across the South Platte Basin, which covers Colorado’s northeastern quadrant and ranks among the nation’s productive agricultural regions. Booming growth along Colorado’s semi-arid Front Range has led to cities buying farms to take control of rights to withdraw scarce water from the river, a relatively feeble source given the magnitude of urban, industrial and agricultural development. Colorado health officials this week declared water quality in the South Platte River as it flows through Denver highly deficient, pointing to E.coli contamination at levels up to 137 times higher than a federal safety limit. This intestinal bacteria indicates fecal matter and other pollution from runoff after melting snow and rain sweeps Denver pollution through drainage pipes into the river. To deal with the problem, the Colorado Department of Public Health and the Environment has imposed, in a permit taking effect next month, stricter requirements for managing runoff water pollution. But Denver officials are fighting those requirements and twice petitioned the state health department to relax the new permit. “What the new requirements do is drastically increase the amount of expensive system maintenance beyond what could make a meaningful impact on E.coli concentrations,” city spokeswoman Nancy Kuhn said.
