COLUMBIA, S.C. -- South Carolina Gov. Nikki Haley has signed legislation outlawing most abortions at 20 weeks beyond fertilization. The law took effect Wednesday with the Republican governor's signature. The only exceptions are if the mother's life is in jeopardy or a doctor determines the fetus can't survive outside the womb. These bans are now in effect in 13 states and blocked by court challenges in three other. South Dakota's ban takes effect July 1. Under the U.S. Supreme Court's 1973 Roe v. Wade ruling establishing a nationwide right to abortion, states were permitted to restrict abortions after viability. But the ruling offered no legal definition for viability, saying it could range between 24 and 28 weeks into a pregnancy. With the 2016 race heating up, presidential hopefuls are making their way to the pivotal state of South Carolina. Since 1980, all but one of the state's primary winners went on to win the Republican nomination. That means backing from Gov. Nikki Haley could change the political dynamic, reports "CBS This Morning" co-host Norah O'Donnell. Haley says she hasn't decided just yet whether she'll endorse a candidate before the primary, but she did last time. "I'm not ruling it out," she said. "You know, if there's somebody that I really wanna fight for, I'll definitely get out there." South Carolina Gov. Nikki Haley will deliver the Republican response to President Obama's State of the Union address next Tuesday. Speaker Paul Ryan, R-Wisconsin, and Senate Majority Leader Mitch McConnell, R-Kentucky, made the announcement Tuesday, a week before Mr. Obama delivers his final address to both chambers of Congress. "I was honored to be asked by Speaker Ryan and Senator McConnell to deliver the Republican address to the nation," Gov. Haley said in a statement provided by their offices. "This is a time of great challenges for our country, but also of great opportunities. I intend to speak about both." President Obama wasn't the only person South Carolina Gov. Nikki Haley sought to rebut in the Republican response to the State of the Union Tuesday evening. In an unusual moment, she also told Republicans that Democrats are not solely responsible for the problems facing America, an acknowledgement of the frustration felt in the American electorate with all of its political leaders. "We as Republicans need to own that truth. We need to recognize our contributions to the erosion of the public trust in America's leadership. CHARLESTON, S.C. -- South Carolina Gov. Nikki Haley says she may not endorse anyone ahead of Saturday's first-in-the-South GOP primary, but if she does, it certainly won't be Donald Trump. Haley said Tuesday she's still trying to make up her mind. But she said Trump represents "everything a governor doesn't want in a president."
