SOUTH BURLINGTON, Vt. (WCAX) South Burlington's newest park is officially open. Families there for the grand opening of City Center Park Wednesday afternoon were having a blast until the thunderstorms rolled in. Then everyone got out of there in a hurry. The land by Barrett Street has been envisioned for a park for decades. But it didn't really get rolling until 2016 when voters approved a TIF district. City Center Park is the first project to be completed using Tax Increment Financing or TIF money. It allowed some funds from property taxes from new developments, like the Trader Joe's and Market Street additions, to be kept in the city for infrastructure projects instead of going to Montpelier. So the $800,000 to build the park didn't cause property taxes to go up. SUN CITY CENTER — A Sun City Center woman got an unusual surprise as she used the bathroom in her home Monday – a rabid bat clinging to her arm.According to the Florida Department of Health in Hillsborough County, the woman was helping a friend into a vehicle in a parking lot near the 4000 block of Upper Creek Drive when she felt something strike her arm. The woman told the health department she couldn’t see what it was and went home."While at home she went to the restroom and discovered a small bat clinging to her arm," Kevin Walter, agency spokesman, said in a news release. "The woman immediately squished it with a towel."Walter said the agency was contacted and a test of the squished bat came back positive for rabies, a disease that "can cause a nearly 100 percent fatal illness in humans and other mammals" if the virus develops after an exposure, according to the agency’s website. This year, the cannabis industry has taken control of the annual 4/20 event in Denver’s Civic Center Park for the first time- organized by Euflora, a growing chain of dispensaries that started on the 16th Street Mall. For the free event that’s now called the Mile High 420 Festival, Euflora officials promise a more professionally run event. Performers will include Lil Wayne, Lil Jon and the Original Wailers. Other 4/20 events took place around the city as well, including the 4/20 on the Block Party, part of World Cannabis Week, which goes through the weekend at Fox Street Compound. At just over 4.25 million square feet, the main building, outbuildings and parking lots at Park City Center comprise the largest impervious surface in the City of Lancaster.Under the city’s stormwater ordinance, that means the mall’s owner, General Growth Properties, should have paid about $500,000 in total stormwater fees from 2014 through 2017. This year, following a citywide rate hike, it owes $222,015.The city says General Growth Properties has never paid a cent.
