A caveat that must always be noted in analysis of job-approval ratings is that they usually are not screened for likelihood to vote. Gallup, for example, measures presidential approval among “all adults.” That’s one reason Trump was able to come close in the popular vote in 2016 (while winning the Electoral College vote) despite a Gallup favorable/unfavorable ratio of 36/51. As Barack Obama drifts toward the end of his presidency, his steadily rising job approval ratings during 2016 occasionally get mentioned as an ace in the hole for Hillary Clinton in November. Using Gallup’s measurement, it’s now up to 54 percent and has not been below 50 percent since July. But the other thing is that in their midterm election years both Obama and Clinton were in a popularity slough that came after bright beginnings and led to a reasonably quick rebound as the reelection year approached. Looking again at Gallup approval ratings (the only consistently measured data for presidents), Trump has never topped 50 percent. Clinton spent a majority of his presidency at over 50 percent. Obama was as high as 67 percent, and spent most of his first year in the presidency above 50 percent. So taking a snapshot now and suggesting Trump could well have the same trajectory toward reelection as these two predecessors is sort of like comparing two injured athletes to someone who has never gotten on the field of play.
