Etten, 46, of Western Springs, was arrested about 9:30 p.m. Aug. 10 at Elm and Third streets on charges of DUI and improper lighting. He was stopped for driving without taillights. He refused testing to determine his blood-alcohol content. He was released and given a date to appear in court. Deavon D. According to Bowman, senior citizens “cannot afford to live” or “pay rent” as a result of student loans. Kenta R. Frison, 43, of the 1500 block of Broadway Avenue in North Chicago, was charged with felony theft. Lake County Assistant State’s Attorney Kelse Banks said during a bond hearing Tuesday that police officers responded to the 300 block of East Maple Avenue in Mundelein for a report of a theft.
